Abstract:
This study deals with the planning implications of the provision of infrastructure through participation of the private sector. The study begins with highlighting the aspects related to the theoretical framework for infrastructure in the context of development of human settlements in Chapter 1. It analyses the role of infrastructure in the settlement development process; and further the factors influencing infrastructure planning would also be
considered under this chapter. The next chapter of the study consists of a discussion on the infrastructure project planning aspects and also the concepts of development planning and development planning strategies. The provisions made in development planning approaches for infrastructure development along with the provisions made in the existing planning legislation such as Town & Country Planning Ordinance of 1946 and Urban Development Authority Law of 1978 will also be discussed under this chapter. The aspects related to formulation of
infrastructure development projects and economies of scale in infrastructure development will be focused in the discussion. The Third Chapter of the study deals with the infrastructure project financing component in which attention is made on sources of resource mobilisation in the sectors of both State and
non- State. The recent trend for the mobilisation of non- State sector resources is also considered along with the mechanisms of generating non-State resources.
Based on a framework formulated by using salient points highlighted in the preceding chapters the viability of private sector participation in the provision of sewerage and waste water network for the Sri Jayawardenepura -Kotte Municipal Council as identified in the Revised Plan for Colombo Metropolitan Region by the Urban Development Authority is examined in the Chapter Five with a view to analyzing the pros and cons pertaining to different implementation strategies and to suggest preferred implementation strategy for private sector participation in infrastructure development as a case study. The last Chapter give the conclusions and recommendations for creating conditions to attract private capital for infrastructure development projects and an appropriate institutional set-up to meet the objectives of development plans with private sector participation. Further the Chapter gives recommendations in particular for the implementation of the proposed Waste Water Management project of Sri Jayawardenepura Kotte Municipal Council.
